The new Directive updates the measures contained in the current EU Directive and takes into account the most recent scientific developments as well as the experience gained in eradicating the disease outbreak during 2001. It is an important step forward in implementing recommendations in the FMD Inquiries. The main area of change in the new Directive is the emphasis it places on emergency vaccination, which is now at the forefront of disease control strategies. It specifies action to be taken regarding contingency planning, on suspicion of foot-and-mouth disease and confirmation of the disease. Among the features in the EU Directive are - * a rejection of a return to "prophylactic" routine vaccination * the retention of the basic approach of eradicating FMD by culling of all susceptible animals on infected premises and dangerous contacts but gives greater prominence to emergency vaccination * the requirement for member states to have arrangements in place for possible use of emergency vaccination as soon as FMD is confirmed * the acceptance of new OIE guidelines that following emergency vaccination to live, disease free status can be regained six months after the last vaccination providing absence of infection can be demonstrated. This compares to a 12 month waiting period in 2001 * the adoption of special vaccination measures to be applied in zoos, wildlife parks and for rare breeds. Animal Health Minister Elliot Morley welcomed the Directive, saying it reflected many of the recommendations made in the UK Inquiry Reports into the 2001 outbreak and accepted by the Government. "The Directive is consistent with the Government's view that emergency vaccination should be considered as part of the control strategy from the start of any outbreak of FMD. "The Greek Presidency has made rapid progress in negotiations on this Directive and are to be congratulated on the final outcome," he added. The UK has played a pivotal role in the shaping of the Directive, calling on experience gained in eradicating the disease during the 2001 outbreak. During the negotiations, the UK has worked hard to strike the right balance in the controls imposed on products from vaccinated animals so that emergency vaccination will gain the necessary support from the farming and food industries to make it a workable option in the event of a future outbreak. Since the start of this year, Defra has been in discussions with a wide range of stakeholders about the implications of the EU proposals and how they will be applied in the UK.   ------------------------------------------------------------------------ Notes for editors 1.
